I was very sorry to hear of Frank's passing. I have known him for much of the past twenty years through my work as a journalist in Scotland. I have taken a particular interest in the Lockerbie case and Frank has been an enormous help to me: with background, contacts and comments. He was especially helpful when I was making a documentary to mark the 25th anniversary, focussed on the impact the disaster continues to have on the lives of those most closely affected. He thought this was an important theme and recommended me to all sorts of people who would not otherwise have taken part. I will always remember filming with him and Melanie Daniels at the Lockerbie memorial at Arlington: his dedication to the Pan Am 103 families, his forthright style, his sense of humour. My condolences to all Frank's family and friends.

For many years my dear friend Faye never found the perfect man until Frank - someone she brought into our lives and we also loved! I would walk into a room and immediately wanted to talk to Frank - he was funny and smart.! We will miss him but I look forward to sharing lots of memories with Faye and friends. Terri

I knew Frank because we both worked in Transportation, and through the Federal Bar Association. Frank was one of the kindest people I've ever met, and he had a natural gift for telling jokes and making people feel at ease. I wish he were still with us, and send prayers along for Frank and his family.

Frank will be missed! Faye and Frank were great friends of my father Bill Deitz. Frank believed strongly in public service. Frank touched many lives in his lifetime. Frank and Faye and their family are in our prayers.

I have know Frank for many years through a breakfast group of mutual friends back in the 80's, through his tireless work on behalf of the families of victims on Pan Am 103, and in recent years when we both were in Rehoboth, Delaware with our families. Frank never was without a story that would lead to guffaws or a very upbeat comment about someone we both knew. Rest in peace Frank. Your life was well lived.

To Faye and the family of Francis J Duggan.
It was my great pleasure to know Frank and work with him at the Treasury Department. It was there he coxed me into joining the AOH and also there he would set the example I was to follow in 2006 of a long friendship with Bill W. Honestly you can't get any more Irish, Loyal or devoted to Clan, God and fellow man. The best of men was he....no doubt have a story or two with St Peter at this very moment!! My sincere condolences to Faye and all of Frank's family. I was a member of the John Barry Division of the AOH in the mid 80s when Frank was its president. He was a true friend and a wonderful guy. He made the Division a marvelous group, and due to his hospitality and stewardship, I also enjoyed my time with the AOH. Frank was always great company. Its been a long time since I last talked to Frank, but I will miss him all the same.

Francis and his clan lived around the corner in Cypress Hills, we went to Blessed Sacrament, sang in the choir, The Prep and St. John's Univ. The beloved Rita kept them in line with a cat o nine tail kept over the kitchen sink. She referred to me as "the divil"..

Rest in peace, my friend and Irish Hibernian Brother. Frank Duggan was a unique person, very much "his own person", filled with Irish humor and yet also well-versed in the ways of government and national leadership of our country. Frank served our country in uniform in the U.S. NAVY and always had GREAT STORIES of his Navy days. I will miss him, both as a good friend and as a conservative ally. I'm grateful for Frank's bright presence in my life over the last three decades. I met him on the happy pathway of sobriety where his humor and insights help disarm this newcomer of his fears. We had the pleasure to then work together in professional and service contexts until recently. I will always admire and forever remember his kindness, good humor and example. While Frank is now in a better place, my prayers go out to him and his family for their deep loss.

I knew Frank since our high school days in Brooklyn. Everyone rightly remembers him for his humor and fun loving spirit . But he also had misfortune in his life, which he handled with a strength that brings to mind the ancient Stoic aphorism, "When Fortune encounters Virtue on the field of battle, she always leaves vanquished."

It was such a pleasure serving with Frank on the advisory board of the School for Conflict Analysis and Resolution at George Mason University. His intelligence and commitment to service were surpassed only by his wonderful sense of humor. He will be missed, especially by his many friends in the Irish American community 🍀.
