Frank Moseley Jolly IV from Raleigh, North Carolina passed away at the age of 39 on March 15, 2021 in Alexandria, Virginia. Frank was born to Frank M. Jolly III and Jeanne Stott Jolly (deceased). Frank is survived by his wife, Caroline and their three children: Martha Jeanne (age 9), Gentry (age 7) and Edward (age 5); his sister Jeanne Jolly McLean (Todd McLean), nephew, James and niece, Alice; his father, Frank Moseley Jolly III (Linda Spencer Jolly); in-laws Dan and Martha Mica; sister-in-law, Christine Mica, brother-in-law, Andrew Mica (Libby Mica) nephew, Owen and niece, Elin; brother-in-law, Paul Mica.
Frank attended Broughton High School in Raleigh, NC where he was the inspiration behind the ‘Frank Jolly Award’ which is given annually for the football player who demonstrates the most heart. At Lenoir-Rhyne College in Hickory, NC he played right guard for the Bears and received the Voigt R. Cromer Award for athletic and academic excellence, leadership, and high moral character. Frank earned his Masters degree (cum laude) in public administration from Appalachian State University in Boone, North Carolina.
Following his internship in Washington, DC, Frank met the love of his life, Caroline. Together they chose to build a life together in Alexandria, marrying at St. Mary’s Basilica on a hot August day.
In his professional life, Frank was a hardworking team member of Tech Marine Business (TMB) and proud to support the U.S. Navy/NAVSEA department. Following in his father and grandfather’s footsteps, Frank was a proud Eagle Scout, served as a Cub Scout Pack 888 Den Leader and was always finding ways to engage in making a difference in the life of our communities. Frank was passionate about the mission and goals of The Campagna Center in Alexandria, VA and proud to serve as a Board Member and Development Chair.
Frank loved and lived his life as a Jolly man. He was proud to bear the Jolly name as a reflection of the life he aspired to live each day. Frank understood that time spent with his family and friends brought him his greatest joy, from jamming on the banjo to cheering at tee-ball and lacrosse games, swim meets and piano recitals. He loved sharing his appreciation for God’s green earth through camping, hiking, and fishing. He made vacation memories with his masterful throw of his cast net in the Bogue Sound in North Carolina and in the ocean at Lauderdale-by-the Sea, FL. The holiday season was always brighter with Frank’s over-the-top Christmas displays which brought good cheer.
All who knew Frank will remember his deeply held values of love of God, love of country, and love of family. When his blue eyes twinkled, everyone knew to expect a dad joke and his infectious laughter. Frank’s tenacity and the will to win were balanced with a warm smile and genuine empathy for others. He inspired us with his pure joy of life and all of its simple and lovely surprises.
A celebration of Frank’s life will take place at a later date in both Raleigh, NC and Washington, D.C. A private memorial mass was celebrated on March 18, 2021 with immediate family. The family thanks all for their love and support as they mourn the life of their beloved husband, father, brother, son, uncle, nephew and loved one.
