Joan Frost Carter

Joan Frost Carter, 79, of Chester, Va., passed away on May 3, 2018 in Fairfax, Va. She is survived by her daughter, Bethany Carter Bower, and son-in-law Brad Bower of Alexandria, Va.; her siblings, David Frost, Richard Frost, Nancy Conant, Linda Lenkowski, and Mary Judge.

She was predeceased by her loving and caring husband Walter E. Carter; a daughter, Donna Marie Carter, and her parents, Roy Frost and Catherine Carroll Frost.  

Born in Florence, Mass., Joan moved to Chester with her husband in 1991.  Joan earned her associate’s degree from John Tyler Community College and worked as an administrative assistant at J. Sargent Reynolds College for several years before retiring. Joan’s passions included traveling with her husband, and singing in her church choir.

A memorial service will be held on Saturday, May 12th at 11:00 a.m. with reception to follow at St. John’s Episcopal Church, on Richmond Street, Chester, Va.  Memorial contributions can be made to St. John’s Episcopal Church, P.O. Box 3886, Chester, VA 23831.
